I am directed by the Secretary of State to transmit to you herewith copy of a letter from the Netherlands Minister on the subject of the inclusion in the Chinese Parliament of representatives of Chinese residents in foreign countries.

I am to state that no information on the subject has been received in this Department since 1913 and to enquire whether any reports have been received by the Colonial Office from Hongkong or Singapore.
